By Executive Decree No. 722 of October 15, 2020, Panama introduced the Permanent Resident Permit for Qualified Investors. This visa category allows foreign nationals to obtain permanent residency by investing in a fixed-term deposit in a Panamanian bank.
💼 Eligibility Requirements
To qualify for the Qualified Investor Visa – Time Deposit Option, the applicant must:
- Invest at least USD $750,000.00 in a fixed-term deposit in a Panamanian bank with a general license.
- The deposit must:
- Be for a minimum term of 5 years.
- Be free of any liens or encumbrances.
- Be made using funds from abroad.
- The investor can apply personally or through a legal entity, provided they are the sole ultimate beneficiary of the shares.
✅ Government Certification
The Ministry of Commerce and Industries will certify the investment and issue an eligibility certificate, which is required to process the application before the National Immigration Service.
📄 General Application Requirements
- Power of Attorney (legalized or apostilled).
- Petition (prepared by our firm).
- Three passport-size photos
- Legalized passport copies
- Criminal background check (apostilled/legalized + translated).
- Affidavit of personal background.
- Medical certificate.
- Payment to National Treasury – USD $5,000.
- Payment to Immigration Service – USD $5,000.
💰 Investment Documentation
To prove the investment, submit:
- Certified copy of the fixed-term deposit certificate (authenticated by issuing bank).
- Bank certification stating:
- Existence, value, term, and holder of the deposit.
- That it is free of encumbrances.
- Those funds originate from foreign sources.
- Eligibility certification from the Ministry of Commerce and Industries.
🌍 Proof of Foreign Funds Transfer
Provide banking or legal documents showing that the funds used in the investment came from abroad. Examples include:
- Bank letter (local or foreign) confirming the transfer.
- Bank statements showing the incoming wire.
- Notarized letter, issued by the recipient of the funds, or original bank certification confirming the deposit or receipt of the transfer, in accordance with any of the forms of investment described in the law, which certifies that the funds for the investment were transferred from a foreign account.
Foreign documents must be apostilled or legalized as required.
🏠 Proof of Domicile in Panama
- Notarized lease agreement.
- Utility bills (electricity, water, internet) notarized.
All applicants and dependents must live at the same address.
👨👩👧 Dependents (If Applicable)
- Notarized letter of responsibility.
- Proof of relationship (birth/marriage certificate, apostilled).
- Over-18 dependents must provide:
- Certificate of single status.
- Proof of studies in Panama.
- Medical certificate.
- Criminal record certificate (apostilled).
- Payment to National Treasury – USD $1,000.
- Payment to Immigration Service – USD $1,000.
🔄 Investment Maintenance
- The fixed-term deposit must be maintained for at least 5 years.
- Early termination or failure to reinvest may result in revocation of residency.
- Annual certification of the investment is required.
📋 Application Submission Before Entering Panama
Applicants can submit their visa application before arriving in Panama through a special attorney. However, passport registration (affiliation process) must be completed before the immigration card is issued.
